Jon Richards (UNISON) Jon Richards is UNISON’s Assistant General Secretary, having formerly been their National Secretary for Local Government, Education, Police and Justice. UNISON is the UK’s main public services union with over 1.25 million members, over half a million of whom are in the LGPS. Jon was involved in setting up the LGPS Board and is now Vice-Chair. Jon has responsibility for UNISON’s staff pension scheme. Jon sits on the TUC’s Public Sector Liaison Group, their Education Unions Forum and their Alliance for Science as well as the Department for Education’s Permanent Secretary’s Stakeholder Group. He represents the European Public Services Union on the EU’s Education and the Local Government Social Dialogues. He represents UNISON and Europe at the global union federation Public Service International’s Education Support Workers Network and their Local Government Network. Former employers include the British Association of Occupational Therapists, the London Borough of Camden's HIV Unit and SCPR (now the National Centre for Social Research). Jon was born and bred in Lichfield, Staffordshire and attended King Edward VI Comprehensive School before moving to London to read geology at King’s College. |
Cllr Andrew Thornton Cllr Andrew Thornton is chair of the West Yorkshire Pension Fund (WYPF), vice chair of the Northern LGPS pool and member of the Local Authority Pension Fund Forum (LAPFF) executive. A councillor in City of Bradford MDC since 2004, he has previously served as Bradford’s cabinet member for Environment & Sport, chaired its Corporate Scrutiny committee and is currently vice-chair of its Governance & Audit Committee. Cllr Thornton became chair of WYPF in 2015 and represents the Metropolitan Council Pension Authorities on the SAB. |

Cllr Nathan Yeowell Nathan Yeowell has been Chair of the Torfaen Pensions Committee and Chair of the Greater Gwent Pension Fund since May 2022. He became the new chair of the LGA’s Local Government Pensions Committee (LGPC) in September 2023. Nathan is also the executive director of the Future Governance Forum (FGF), a new think tank dedicated to the renewal of progressive governance, policy making, implementation and delivery. He is a former Head of Policy and external Affairs at the social sector think tank New Philanthropy Capital (NPC) and was Head of the Labour Group Office at the LGA 2007-12. |

Cllr John Beesley Cllr John Beesley is the Board representative for the County Pension Funds. He was Leader of Bournemouth Council until 2019 at which time local government reorganisation formed the new BCP Council. For 12 years he was also responsible for Bournemouth Council’s Resources Portfolio and Council budget, as well as the first budget for the new BCP Council. He was Chairman of the Dorset County Pension Fund for 5 years, and has served on the Pension Fund Committee for a total of 14 years. He was Chairman of the Brunel Oversight Board which set up the Brunel Pension Pool and represents the Dorset County LGPS Fund on Brunel. In the private sector, he has been a Bournemouth hotelier for over 30 years and heads a hospitality consultancy specialising in hotel development and management. |

Emelda Nicholroy (UCEA) Emelda Nicholroy sits on the Board representing education employers. Emelda is Head of Pensions Policy of the University and Colleges Employers Association (UCEA) and provides advice to institutions on scheme related matters as well as a wide range of general pensions issues such as pensions taxation and auto enrolment. She also represents Higher Education employers on the Teachers’ Pension Scheme Advisory Board and has recently joined the NEST Employers’ Panel. Emelda's background has been in providing technical pensions expertise to employers and trustees of large DB, DC and hybrid pensions arrangements. |

Cllr John Fuller (The Lord Fuller OBE) John was born in Great Yarmouth was appointed an OBE in the Queen’s Birthday Honours List in 2019 for Public & Political Service. He was made a Peer in February 2024 and sits in the House of Lords. He gained a first-class degree in Agriculture [1990] and later in 1995 a Nuffield Scholarship to study advanced farming techniques in the United States. He occupies senior positions in the fertiliser industry and has other business interests, which include Directorships in diverse residential & commercial property, chemicals and farming enterprises. |

Cllr Chris Weaver Councillor Chris Weaver is the Cabinet Member for Finance, Modernisation, and Performance at Cardiff Council and has been since 2017. He was first elected as a Councillor in 2012 to represent the Cathays ward in the city, and re-elected in 2017 and 2022. In addition to cabinet portfolio responsibilities for Finance, HR, Procurement, and Health & Safety, Chris has been Chair of the Cardiff and Vale Pensions Committee since 2017. He is Cardiff’s representative on the Wales Pension Partnership (WPP), and for the year 2022-23 is Chair of the WPP’s Joint Governance Committee. He represents the Council on the Welsh Local Government Association (WLGA) General Assembly, and has recently joined the board of Data Cymru as a WLGA nominee. |
Chris Tansley (UNISON) A Childrens Social Work Team manager Chris has been a trade union activist for Nalgo and then Unison for 38 years and a National Executive member for 20 years culminating in being President for 2012 - 2013. Chris has been a member of Unison’s National Local Government Executive for about 15 years and was chair for 6 years of that time.As well as currently chairing the East Midlands Regional Joint Council Chris is also the Chair of Unison’s National Social Care forum, the Deputy convenor for Unison in the East Midlands Region, a Trustee for Unison and a member of the TUC General Council and the TUC’s International Aid Board. Chris has been a school governor for the past 20 years for a multi ethnic primary and nursery school in inner city Nottingham. |

George Georgiou (GMB) George has worked in the Trade Union Movement for over 30 years. Commencing in the RMT (then NUR) as an Industrial Relations Officer before moving to the Royal College of Midwives in 2003 as an Employment Relations Adviser where he gained a specialist knowledge of Pay and Pensions in the NHS and assisted in the transfer to the 2008 and 2015 schemes. He then spent 5 years at the BMA and HCSA utilising his knowledge and gaining a greater understanding of practitioner schemes. In late 2016 he joined the GMB as a National Pensions Organiser and now specialises in Public Sector Pensions including the NHS, Civil Service and Local Government Pension Schemes. |

John Neal (Unite) John Neal is Unites Pensions Officer and provides advice to officers and members of the union on collective issues relating to pensions arising in the workplace. John is a Scheme Advisory Board (SAB) member for the Local Government Pension Scheme and NHS Pensions Scheme and a Joint Superannuation Committee member for the Civil Service Pension Scheme. John is an Alternate Trustee Director on the Plumbing Pensions Scheme and a Trustee on the Bluesky Pension scheme. John is a member of the Trade Unions Share Owners group (TUSO). |

Tommy Bowler Tommy has been employed by South Pembrokeshire District Council and then Pembrokeshire County Council after unification for thirty years. Since 2009 he has been the Electrical and Street Lighting Supervisor for the County. In his union role he is Branch Secretary for his Authority, he also chairs the Welsh Local Authorities Committee and the West Wales Area Activists Meeting. He represents West Wales Area Activists Committee on the Welsh Regional Committee. He also represents the Welsh Local Authorities on the National Local Authorities Committee, a role he has undertaken for over twenty years. He is also the Joint Trade Union Representative on the Dyfed Pension Board. |
The Board has appointed the following three non voting members.
Nick Kirby Nick is the TUC observer on the Scheme Advisory Board. He has been Lead Officer – Pensions at the National Education Union since September 2018, and was Principal Officer – Pensions at the National Union of Teachers from 2007-2018. Nick sits on the Teachers’ Pension Scheme Advisory Board and is also a Trustee of the National Union of Teachers staff pension scheme. Previously Nick was Senior and then Principal Researcher at Which? for six years, specialising in articles on pensions and investments. |
George Graham George joined the South Yorkshire Pensions Authority as Director in February 2018 and as Head of Paid Service is responsible for the management of all aspects of the Authority’s activity which is concerned with the management of a £10.5bn Pension Fund with over 170,000 members. Previously he was Managing Director of Local Pensions Partnership’s pension administration business, having led the Lancashire County Pension Fund prior to the transfer of its staff to LPP as part of the creation of a joint venture with the London Pension Fund Authority. A fellow of CIPFA George’s previous career in local government finance involved roles as Deputy County Treasurer at Lancashire County Council, Executive Director of Resources at Rossendale BC and Director of Finance at Chorley BC preceded by roles at Northamptonshire CC and Oxfordshire CC where he did his CIPFA training. George is also a member of the Responsible Investment Advisory Group. |
Kelvin Menon Kelvin is the ALATS observer on the Scheme Advisory Board. ALATS brings together all the County, District and Unitary Local Authorities as well as Police and Fire Treasurer’s Societies under one umbrella. Kelvin is currently Section 151 Officer of the Officer of the Police and Crime Commissioner for Surrey and in that capacity is Co-chair of the Surrey and Sussex Police Officers’ Pension Board and Chair of the Surrey Police Staff Pension Board. He is also Vice-chairman of the Police and Crime Commissioners’ Treasurer’s Society (PACCTS) which brings together Section 151 officers from Forces across the country. He has had many years’ of pension experience as a Section 151 officer in Local Government and is currently the employer representative on the Pension Fund Committee for the Surrey Pension Fund. |
Matt Gurden Matt is the Deputy Government Actuary. He supports the Government Actuary lead the department and supports clients across the public sector on pensions, investment and financial risk issues. Prior to joining GAD in 2011 Matt was an actuary at several private sector actuarial consultancies providing pension and strategic investment advice to private sector clients. He is a former member of the UK Actuarial Profession’s (IFoA) risk management board, and chairs the joint IFoA and Institution of Civil Engineers risk group. |
Joe Dabrowski Joe joined the Pensions and Lifetime Savings Association (PLSA) in February 2016. Joe leads the Governance and Investment team with responsibility for policy areas including defined benefit provision, pension scheme governance and institutional investment issues. Before joining the Pensions and Lifetime Savings Association, Joe spent nine years at the Pension Protection Fund, where his last role was Head of Chief Executive’s Office. Earlier in his career he worked in policy and operational roles within central Government, including the Home Office and Defra. Joe has a BA in English and American Literature from Warwick University. |
Gary Delderfield "A leading authority on local government pensions." - Legal 500. Gary is a nationally recognised expert in the area of public sector pension law advising clients on issues across the local government, central government, education, health and voluntary sectors. Gary is client partner to a number of large LGPS administering authorities and has vast experience advising across a wide range of LGPS issues. He also advises on other public sector pension schemes and understands the political context in which the schemes operate. Gary is currently involved in advising on a number of LGPS pooling projects. Gary is a regular speaker on LGPS issues and a member of the Association of Pension Lawyers’ Public Sector Committee. |
